The type of visa you mention in your post is called "private visa". It can be given to people who are going to pay a private visit to their relatives or friends in Russia. Unlike tourist visa which allows you to stay in Russia only for 1 month, private invitation and visa can be issued for up to 3 months. Usually it takes substantial period of time for a private party to get this type of invitation from Russian authorities - something between 2 weeks and 2 months.
The processing for private visa is the same as processing for any other type of visa and the price depends on how many entries you are allowed (single entry, double entry or multiple entry visa) and how fast you need your passport back. According to this, prices may vary from $181 (for single entry 10 business days processing) to $500 (for multiple entry same day processing). To process private visa you will have to provide the following documents:
1. Your actual passport with at least two blank visa-designated page. Passport must be valid for at least 6 months after intended departure from Russia;
2. One passport-size photograph;
3. Russian visa application form, completed and signed;
4. The ORIGINAL invitation (in case of private invitation copy is not enough).
